ALMHEIRI
Vice Chairman
Director of Portfolio Management, Masdar
Khaleefa AlMheiri, is currently the Director of Portfolio Management at Masdar, based in Abu Dhabi from August 2023. Khaleefa brings with him a wealth of experience, with an impressive career spanning over 17 years across various industries and roles. Mr. Khaleefa’s journey includes significant positions such as the Acting CEO of Ta'ziz and the A/SVP of Oil and Chemical Business at ADNOC Group. In 2019, He also served as the Director at the Abu Dhabi Department of Economic Development.
Khaleefa holds a bachelor’s degree in chemical engineering from University of Wisconsin-Madison in 2007.

Chief Operations Officer, Generation
Abu Dhabi National Energy Company (TAQA)

Andreas Collor is the Chief Operations Officer in TAQA’s Generation business. In this role, he oversees the strategic direction and operational performance of the company’s global power and water assets.
Mr. Collor brings over 20 years of industry experience in the power generation sector. Before joining TAQA, he held several executive management positions in European utilities Fortum, Uniper and E.ON.
His experience covers strategic, operational, engineering, asset management, sales, business development and project management roles.
In this time, he worked across all major conventional and renewable power generation technologies.
He holds an Engineering Masters degree from Flensburg University in Germany and an Executive MBA from Jacobs University in Germany.

Badour
AL QUBAISI
Director
Mrs. Badour Al Qubaisi is a manager in the asset management department of Masdar, the UAE’s flagship renewable energy company. In her current role, she oversees Masdar’s assets at home and abroad.
Badour is a board member in Shams power plant, one of the largest concentrated solar power plants in the world and the first of its kind in the Middle East. She is also a board member in Al Dhafrah PV2 the world’s largest solar project. The plant, in Abu Dhabi, has a capacity of 2 Gigawatts. Badour started her career in Mubadala in 2006 before joining Masdar.
She has experience of various industries, such as aerospace, healthcare and logistics. Badour holds a Bachelor of Sciences in Information Systems degree and an MBA from Zayed University. Badour was also involved in orientation training at the United Nations in Geneva, Switzerland. This was organized by UNITAR, Zayed University and UNDP in 2005. She also attended Women as Global Leadership conference in 2006 and the Abu Dhabi World Leadership Summit in 2005.

KOECHLIN
Director
Managing Director and CEO EDF Middle East
Luc Koechlin, holds a Master's degree in Finance and Business Administration from ESSEC Business school, one of the leading French Business School.
After 5 years as a consultant in Corporate Recovery and Turnaround Management for Arthur Andersen he joined EDF in 2005.
From 2005 to 2017, he has occupied various positions within EDF Group from advisor and auditor at EDF Presidency, to Regional Commercial Director managing the transformation of EDF to face the opening of the French electricity market to competition.
He joined EDF International Division in 2017, as Vice President for Southern and Eastern Africa, based in Johannesburg, in charge of the development of the Group in the region. During this period he has been developing projects, especially in Hydropower and Energy Efficiency to support the energy crisis and the energy transition from coal to clean energy.
In September 2022, he has been appointed as Managing Director and CEO EDF Middle East, based in Abu Dhabi. Present in the UAE, KSA, Qatar, Bahrein, Oman and Lebanon with almost 200 employees locally implemented, EDF bring its well-recognized expertise to the Middle East region who has started its energy transition. Through a range of diverse solutions involving energy efficiency programs and the use of hydroelectric, wind, solar, biomass, thermal and nuclear power, EDF Group favors the most appropriate and low-carbon solutions answering the energy transition expectations.

Olivier
CHAZALMARTIN

Director of Project Delivery and Decommissioning

Holding over 25 years of international experience within the global power generation and desalination industry, Olivier Chazalmartin today serves as the Director of Project Delivery and Decommissioning as part of TAQA’s Generation business line.
​
A leading expert in all manner of IPP/IWP/EPC project development and delivery, Mr. Chazalmartin previously served as an Executive Director with TotalEnergies Renewables, where he took a leading role in restructuring the organisation’s Project Execution branch towards renewable power requirements, among other achievements.

He also held the position of Executive Director of ACWA Power’s Project Execution Office, a role where he initiated and led efforts to develop and implement a centralised project management centre of competencies and oversaw a portfolio comprising up to 30 projects exceeding a combined 10GW and 600MIGD worldwide.
Mr. Chazalmartin holds dual engineering degrees from Polytechnique Grenoble, France, and the Electrical and Electronics Engineering School of Birmingham, as well as an MBA from the Henley Business School, where he specialised in leading project-based organisations. He is also a member of the GCC Board Directors Institute.

QTEISHAT
Director
A seasoned professional with more than a decade of Executive management experience and proven track record in the PV Solar Industry. Mr. Qteishat is one of the early founders of the ME solar industry successfully developed more than a 4 GW of PV IPP projects in Utility and Commercial Scale deployment.
Since 2015 Mr. Qteishat has been leading Jinko’s activities in the MEA including the Nour Abu Dhabi 1.2GW Project , the largest PV plant operational to date and Dafrah 2.2GW solar Project, the largest contracted/ under construction to date. In 2021 Mr. Qteishat has started also to cover the APAC region in addition to MEA.
Mr. Qteishat currently Serving as Senior Managing Director – MEA & APAC, he is also a board member for Nour Abu Dhabi 1.2 GW Project Company since 2017 and a board member of Dafrah PV2 2.2GW solar power company since 2020.
Mr. Qteishat holds a Bsc Degree in Electrical Power Engineering - Mutah University - Jordan.

Quentin
DES CRESSONNIERES

Middle East Director of Operations
Quentin is Middle East Directors of Operations for EDF Renewables, responsible for managing the project lifetime of solar plants and wind farms in the region, from Project Delivery, Asset Management and Asset Operations.
Prior to that Quentin was Executive Managing Director of the Abu Dhabi PV2 Energy Company during construction, reporting to a board of directors composed by the Consortium TAQA, Masdar, EDF Renewables and Jinko Power. PV2 is the largest Solar Power Plant in the world, with 2 GW capacity; 30 years PPA with EWEC; ~4 million solar panels to generate enough power for 160,000 UAE homes using advanced bifacial technology.
For a period of 2 years, Quentin was Engie Head of Asset Management Kuwait & Kingdom of Saudi Arabia and Board member of several power & water assets in the Middle East.
Between 2017 and 2019, he was General Manager of ENGIE Services Kuwait, developing Energy Efficiency and Facility Management projects, as well as hybrid solutions and renewable projects.
Since 2012, he participated to the development, financing and the management of the construction phase of Azzour and then took the role Chief Financial Officer of the Project company (Kuwait’s first Independent Water and Power Producer (IWPP) Project).
He has been involved in the power sector in Europe and Middle East for more than 16 years. Director of Boards and Audit committees of several assets in KSA, Kuwait and Oman.
Quentin holds an MBA from Solvay Business School, Brussels.
